A traffic police officer in Sattahip, Chon Buri, apologised after punching a 13 year old boy who he believed purposely revved his motorcycle engine at him. The 35 year old boy’s mother has forgiven the officer but cautioned it should be the last such incident.

 

Pornlada, took her son, referred to as A, to file a complaint with the Sattahip Police Station. The incident, which occurred yesterday, October 29, involved a police officer from the Sattahip Traffic Police.

 

The officer chased the boy down and punched him four to five times, despite the boy’s attempts to explain that his motorcycle’s exhaust pipe was damaged, causing the loud noise mistaken for revving.

 

The officer involved, Patcharapol Phochmat, was instructed to apologise by Thanapol Klinkasorn, the Superintendent of Sattahip Police Station. The apology was facilitated by Chaiwat Nemiya and Patthanun Somnuan, who oversee traffic control at the station. The meeting between the parties reportedly went well, with apologies offered and accepted.

 

The mother expressed forgiveness but stressed it should be the last time such an incident occurs.

 

“If a child is found with a noisy exhaust, officers should handle it better, perhaps by calling guardians to the station, rather than resorting to violence.”

 

The situation has prompted a review by provincial officials, who are currently verifying facts and will determine any disciplinary actions for the officer involved, reported KhaoSod.

If the guardians fixed the bike first there would not be the need for police intervention.

Not the police that stops a kid with no license for driving a motorcycle, but the low education by the mother. The officer probably slapped him on the arm or cuffed his head, I doubt they were punches. The kid should be charged for riding a motorcycle whilst underage and having an illegal exhaust. Also, check out his tax and insurance.

By the way, having your head cuffed by a copper was normal when I was a kid in Liverpool. Our crime? Playing football in the street.

There is no 'scope of RTP's authority.' 

On the rare occasions they do any work, THEY decide IF an offence has been committed; THEY often decide what the punishment will be and how much.

He can not have an insurance as for an insurance you must have a valid drivers license and he is not able to get one...Can you imagine what would happen if he made an accident and killed someone by reckless driving??  O yea I forgot this is THailand things are different than in other parts of the world

The insurance is with the vehicle... I am pretty sure my driving licence has never been required to obtain insurance and tax on my motorcycle or my truck. More likely insurance would not be valid for the underaged driver. Reminds me when my neighbour hit a kid riding the wrong way on a dual carriageway. Police insisted she paid for his hospital visit, as  he had no insurance, nor could she get a police letter to claim on hers without complying!

read your insurance terms please.... you are only insured as the driver has a valid drivers license...it is not required when you get the insurance
