Outside of Bangkok I don't think that I was ever able to get a taxi driver to use the meter.

Usually means arrest until court appearance and much higher fines.

Bail out from arrest until court for 30000 Baht or so.

Crime after dark, severe punishment.

I no longer live in Thailand, but back in the UK I never drink & drive, partly because I need to drive for work. And, never drove in Thailand.

Sorry dear, but driving drunk is indefensible and I doubt the Som Tam cart guy was deliberately looking for someone to run into.
