Big Joke Files Complaint Against Police Chief Over Alleged Dereliction of Duty

Pol. Gen. Surachate “Big Joke” Hakparn has lodged a formal complaint against National Police Chief Pol. Gen. Kitrat Phanphet, accusing him of failing to carry out his duties under Section 157 of the Criminal Code. The complaint was filed at Pathumwan Police Station on the afternoon of 11 February.

Pol. Gen. Surachate claims that Pol. Gen. Kitrat neglected his responsibilities, resulting in serious damage to the Royal Thai Police. The allegations include failing to take action against officers facing disciplinary or criminal investigations. The complaint cites cases dating back to 20 March 2024, in which multiple officers were accused of criminal or serious disciplinary offences but were not subjected to suspension or dismissal, as required under Section 131 of the 2022 National Police Act.

A key case referenced in the complaint is the high-profile “140-million-baht case” involving Pol. Maj. Gen. Kampan Leelapraphaporn, who has been indicted by prosecutors. Despite the indictment, Pol. Gen. Kitrat allegedly failed to issue a suspension or dismissal order, in contrast to actions taken against Pol. Gen. Surachate and his associates, who were removed from duty despite not yet being formally charged.

The complaint suggests this discrepancy indicates an abuse of power to protect certain officers while selectively enforcing disciplinary actions against others. The alleged failure to act, according to Pol. Gen. Surachate, has severely undermined the credibility of the Royal Thai Police and could constitute a criminal offence under Section 157, which pertains to the wrongful exercise or neglect of official duties.

Additional cases highlighted include Pol. Col. Krisanapong, indicted for defamation; Pol. Col. Pheempot, wanted for filing a false complaint against Pol. Gen. Surachate’s wife; and Pol. Maj. Gen. Ekaphop, facing money laundering charges linked to illegal gambling networks. Despite these serious allegations, the complaint claims no disciplinary action has been taken against them.

Pol. Gen. Surachate has urged investigators at Pathumwan Police Station to take legal action against Pol. Gen. Kitrat and refer the case to the National Anti-Corruption Commission for further investigation. The case is expected to generate significant public interest as scrutiny over the handling of police misconduct intensifies.

Mr. Irrelevant.

That is yet to be established, remember - he knows where all the bodies are.

Yes, and his family is tight with the Shin clan, joke's father was a driver for Potjaman's father.

But that doesn't seem to have helped, so far.

I mentioned irrelevant as he was in the news - granted he was paying for coverage - 3 -4 times per day. Now, crickets.

He knows where the bodies are because he buried them? Is that what you're inferring?

Indeed he should just go quietly as his time is up just like his master and patron Watchboy.
Kicking up a fuss will get him into more trouble

He's also been connected to fatty since a young age too, through his mother. Although he appears to be rather irrelevant these days?

The typical Thai Ego on full display (loss of face is crippling), at least they haven't started shooting at each other, yet.

He seemed set for big things - now he's like an ankle biter with a chip on his shoulder.

You know after reading about these people for years I still have no idea which one is bad or what they're supposed to have done that's so bad apart from one raid which apparently came to nothing.

Are they all rotten?

Wow, well well well, no $hit Sherlock Fishyman, any current BS?

I think there is no doubt he was part of the pyramid scheme, just like all the others, as he was one of the top guys in the RTP.

But he just won't go away, he's a bit like white on rice, he just does not seem to want to leave the limelight, which he always hogged, cherished and adored.

One could say that they all have some Bruises and /or rot spots  .

Oh well, I guess it's his time to make the headlines again. I cannot take any of that nonsense seriously - one cop is just as crooked as the next one.
