I can understand any Thai to be angry letting those kind of people into the country.

I haven't seen any Thai in Europe with this kind of behaviour. 

It's a shame to be farang if you see such useless creatures here in Thailand

No you don't see that same quality tourist when Thais's go abroad but you see plenty if the same behavior and worse here.

I am not happy its tarnishing  Pattaya,s  world renowned reputation as a world class family resort

You've seriously never seen a Thai asleep on the pavement? And how many Thai men go to Europe? Hefty fine? What for? He wasn't hurting anyone either, just sleepy.. Before you ask, no, I have never done that, but live and let live, he's on holiday.

From my perspective, he is drunk and he’s only sleeping. That’s fine. When he wakes up, he will go home

Probably he have warrants on him. That would be a reason not to associated himself  with the police.

Put an open bottomed cage over him and a pillow for his head, and a bowl of water of course.

I never said he was a quality tourist. What I said is Thai's act just as badly if not worse here so hard to say they they should be appalled. They invite this type tourist with their open visa schemes

Sunday Morning close to Mikes Shopping Mall on Beach Road I saw a drunk appeared to be Indian Man

walking down the middle of the road.  Cars and Buses going by honking at him but he didn't seem to care.

Motorbike Taxi and I said crazy foreigner, I guess he wants to die.

 

Lucky for him it was early.  Sure he didn't want to extend his vacation with a visit to a nice Pattaya Hospital.

During Year 2 when I lived in Chiang Mai and life here was still an adventure i had a thai friend explain to me....."sometime..you just need to sleep where u are.  U take a break and go later"
