The root problem is the complete lack of a legitimate worker visa. Politicians would rather keep this extremely divisive topic alive and well and pitting US citizens against each other, arguing behind their computer screens with no compromise in their attitudes. This is one of the  "shiny objects" that holds people's attention while the autocratic regime creeps into the fabric of the country.

• The Capitol Police Board has the authority to request National Guard assistance. This board is comprised of the House Sergeant at Arms, the Senate Sergeant at Arms, and the Architect of the Capitol.
• The Capitol Police Board initially decided against calling the Guard before the insurrection but did request assistance once the riot began.
• D.C. Mayor Muriel Bowser also requested aid from the National Guard. 

In summary: While Pelosi, as House Speaker, and then-Senate Majority Leader Mitch McConnell were part of the process through their appointments to the Capitol Police Board, they did not have the direct authority to deploy the National Guard. The final decision rested with the President or his designated representative within the Department of Defense.
