Whatever happened in the days before illegal workers who pick crops at semi-slave wages?  How do OTHER countries manage to have funcitoning economies without the need for a permanent underclass of virtual indentured servants?

The quote he made is of course incorrect. Any enforcement officer can wear a mask if they need to protect their identity. Lots of DEA and Sheriffs and Narcotics officers raid buildings and make arrests wearing full clothing that hides everything except the eyes.
