What is underage anyway, Are they different laws in different US states?

UK is 16 for consensual sex, obviously below that is classed as under age, 13..well, I think majority of the world knows that's wrong.

I've never seen that video tape nor really aware that those allegations have been clearly placed in the public domain despite it being on YouTube.
