No, I am  very familiar with the Act but I'm not going to reproduce all the aspects of it when you could just read it for yourself then you could go from having no idea to knowing some of the subject.

Prostitution is having having a sexual activity for payment..if you claim there are other factors instead of only payment.. it is easy to give some examples instead hiding and stating find out yourself....as you claim to be an expert in the law

He's just making the point (correctly) that the act of paying for sexual services in itself is not illegal under Thai law.  Many aspects surrounding prostitution, like underage, soliciting, running a brothel, trafficking) are illegal.
