They are clearly TWO foreigners in the video. One on the ground next to the Scoopy and another with dark curly hair who can be seen in the photos and later in the video being attacked and chased down the street.

On viewing another longer video, I can see that in fact, three lads were involved. The one who was being chased down the road, was the one who was explaining, to his mind, what happened. The one sitting on the ground next to the Scoopy didn't appear to say anything at all before being attacked. I didn't see what happened to the third Brit, but he seemed to be related to the one who was attacked and chased down the road.
