There are no permits and a long convoluted process to modify historical buildings. No way is it legal.

 

Trump is not paying for anything, it is a fundraising scam. Even if he was, people do not get to change buildings they do not own.

Most importantly he doesn't need a permit nor have previous Presidents that modified the White House.  Presidents have the legal right to modify the White House through "Presidential Action".  THis has been done many times.

Apparently it's quite legal to do. Here's the explanation where Trump tells Beck how the whole process started. It's about halfway down in the transcript. It's actually quite amusing.

In summary, President Trump told Beck he asked can he do it. He was told sure he can. He's the man in charge there while he's President. Trump asked how long for all the necessary permits to be completed. He was told he must sign all the permits. He could then proceed to construct.
