https://www.localphone.com gives you a free test call. Use their application via WiFi or mobile data.

 

Afterwards, around 5 baht per minute.

Costs bugger all.......my UK calls are usually circa 6 Baht for 20 minutes

Still more expensive than Localphone. Localphone would be 4.25 baht. OP wanted cheapest or free. Though I grant you that there's not much in it. 

Plus MyTello is a bit opaque for when it comes to freephone numbers.

I found it to be OK with 0800 numbers (for example) where previous systems had trouble with those.

But are they free with Mytello? With Localphone they are actually free. No information on that for when it comes to MyTello.

Not sure in all honesty.

 

With all my calls averaging less than 10 Baht I don't bother analysing it.

But it will help others in deciding. It's not just about you here 😊 The fact that they don't post anything about Freephone/Toll Free numbers being actually free, gives the idea that they charge for them.

People who call those numbers would naturally choose Localphone over MyTello, as there would be no good reason to choose MyTello.

If both parties have internet/data, then Viber or Telegram. Decent call quality. Free.

What has that to do with whether Freephone/Toll Free numbers are charged for or not? It's not a willy measuring competition. It's the sharing of information to help people decide what is best for them.

We use line for intl calls 

use email or messenger

Mytello or Yolla are great and incredibly cheap.

As mention Face Book's free Messenger app that includes video. Other party must also have the app.  

Have the party you call install LINE apk on mobile or computer, you also install LINE on your device(s)

 

Will NOT work on a landline

 

Make video / voice call via mobile OR if computer has cam, can video call.

 

Using WiFi call is no cost, using data local data charge.

of course not.

Assumption: OP wants to call a mobile or fixed line in the Philippines, so apps like LINE are not useful.

 

 

The Philippines have pretty high termination fees, for mobile/fixed line in-bound calls, resulting in a 15 baht per minute fee.

 

 

Not sure how Yolla and mytello get around this, but they seem to offer ~ 4 baht/min calls from Thailand to the Philippines.

 

But they seem the least expensive so the OP can try them.
