Can members still enjoy apply for and use Thai bank accounts and  without account freezing as it is a just fancy tourist visa?

It is a tourist visa but so far my bank accounts with KTB and KrungSri are working just fine.But this being Thailand this fact doesn’t mean they won’t be closed in the future. Only the Lord Buddha knows. 

I think OP is mostly asking about opening a new account, which is a whole other ball game.  Of course existing accounts will continue working.....until they don't.  You need a permanent residence visa to open a new bank account.  For most that would be the retirement visa.

"Retirement" visa either Non-O or Non-O(A) or LTR is completely different than "a permanent residence".

Have seen a couple of Siam Legal videos that say you can open Bank Accounts with the Thailand Elite Visa... E.g.

 

They even provide a TE Personal Assistant to accompany you to the Bank and handle the account opening for you.  

I have a copy of the regulations for opening new accounts for foreigners at Krungsri (the yellow bank) from a couple years ago. They specifically mention the Thailand elite visa as being acceptable for opening an account. 

 

That DTV holders are unable to, when these visas are so similar, is arbitrary and stupid.

No problems with Bangkok bank and elite visa after 4 years.

I recently had to setup face ID scan in a branch ...and then use it to make a (bigger than normal) payment. It is a pain to use.
