He explained multiple times that he did not accept DCC and did not actually pay the additional charges - he just noted how high they were and was expressing his disgust at their existence.

Yes DCC not usually a good idea and also get wacked with the ATM fee. Also your own bank may charge you fees. using Foreign ATM cards in Thai ATMs is for suckers (2 week millionaires). Have not put my foreign cards into an ATM here for about 10 years. I either use my Thai ATM card (rarely) or do a free counter withdrawal using my fee free Foreign Credit card ( the Mastercard exchange rate is often better than Wise). Also no risk of my credit card being eaten by the ATM (getting a replacement is a big problem).

All normal expenditure is by cash or contactless fee free credit card.
