Several people had a lucky escape as a front wheel came detached from a truck trailer and crashed at speed into a shop front.

There were three different angles of CCTV to look at as the truck - spewing flames as the undercarriage scraped the tarmac - sped past at 50 kilometers an hour.

The footage came from CCTV cameras at the shop of Uthin Khammungkhun who posted about his lucky escape on Facebook.

He had been tending to some fish outside his "Ban TC" shop when the wheel came shooting through at high speed narrowly missing him and a motorbike and its passengers.

Thai Rath reported that the truck has top insurance that was expected to cover all damage caused.

The footage was viewed more than 100,000 times on Facebook.

Your 50 percent right. The word maintenance is okey, the problem there is only quality attached.
Preventive is a totaly different story. The understanding and meaning of that word, is comparable with asking 1 million people how is was during their first alien abduction.

The bicycle did not appear to have a passenger!!!

Wonder where all the (male) spectators came from.

No mention of possible prosecution of the driver or operator of the vehicle. Of course that would depend on police action, two words that don't go together here, like preventative maintenance.

At least the Truck's owner carried full insurance, and no one was hurt.

There are two other CCTV videos in the news article. A shuftie at those will answer your question. To assist, the answer is Yes. 

 

It will also show that the shop owner did indeed have a lucky escape.

...glad no-one was hurt..at least the water pipes got flushed out!
