New civil aviation rules require Covid-19 medical certificate before buying ticket

Following China's decision to ban Thai Lion Air from flying the Bangkok-Guangzhou route and Thai AirAsia from flying Bangkok-Tianjin, the Civil Aviation Authority of Thailand (CAAT) has ordered the implementation of new regulations for international flights.

 

The CAAT has said all passengers must have a medical certificate before booking the ticket.

 

The Civil Aviation Administration of China (CAAC) on Wednesday said it was banning Thai AirAsia X and Thai Lion Air flights on those routes from July 20 to 27 as a punishment for bringing Covid-19 patients into the country.

 

The news of a possible second Covid-19 wave has affected international flights in the country, while CAAT director Chula Sukmanop announced that the authority had to adjust its regulations.

 

The amended regulations stipulate that Thai flights, or flights that land in the Kingdom for any purpose, cannot allow passengers to leave the plane, and all of them must be certified as Covid-19-free before they buy the tickets.

 

The tightening of regulations was aimed at preventing Thai flights and chartered flights that land in Thailand from spreading the new coronavirus. If they are found to have carried Covid-19 patients, they will be immediately blacklisted.

Is this regulation only for INCOMING flights or for both incoming and outgoing ones?

 

Laos has a policy that requires a covid 19 certificate for all outgoing individuals, whether Lao or of foreign nationality, and irrespective of the method of travel (by air or land).

 

Just seeking some clarification.

CAAT obviously not working hand in hand with TAT. How can even travel bubbles work if people have to have 2 covid19 tests, a doctor certificate signed by the overseas Thai Embassy, quarantine, a covid19 test on arrival, US$100,000 health insurance and probably two weeks of Government Quarantine before they can even start their holiday. Most Asian countries only allow their employees two weeks holiday a year.

or for that matter even 5/10/15/20 days in advance, better to say before boarding and must be within 2 days

You still have the back up of quarantine here -  if they decide to implement it adequately and equal on everybody here.

The difference between sanity and insanity.

 

Greece, a country with a similar number of reported cases like Thailand, does the following, and we here in Europe are moaning already and think it's too much hassle and expensive:

 

Covid test 72 hours before entering.

Random screening decided by the computer based on the QR code issued and the risk profile of the traveller.

 

The ones selected by the computer are being taken a swab on the spot, the others proceed to pick up the luggage.

 

Whoever got swabbed is advised to practice social distancing for 24 hours while awaiting for the result.

 

No quarantine, no interdiction to leave the hotel, nothing.

 

If it comes out positive, they start looking for yoi, if not you carry on with your vacation.

 

Sounds reasonable, right?

 

Some of my aquaintances think...ah...family of 4....we will pay around 300 euro more for these PCR tests (75 euro per head). Better just not travel at all.

 

Thailand is delusional, seriously.

Thai Immigration/departure would know if any passengers exited Thailand and then departed on the Tianjin or Guangzhuo flights after boarding at DMK.

Exactly, the authorities here just never think things through as to how impractical their requirements are in practice. When they bring in Insurance for everybody I will be more irritated by the need to align dates than the cost.

You need a maximum 3-day old certificate to get into the country now, so perhaps the cheapy flights to Thailand will be dependent upon of how full the plane is when you do get to book. 

 

And who is responsible to check you have the certificate when you do book.   Bit difficult if you book on-line, as most do.

Another view is buying a ticket say from Sydney to Bkk and return to Sydney, buying the ticket on the AIrAsia website.

 

Do I need to send AirAsia a Covid 19 negative report before I can confirm/pay for the ticket? 

 

And for the return journey (booked as a return journey) does this change mean I have to send AirAsia a Covid 19 negative report 7 days before I board in Bkk for the return journey?
