Pattaya's mayor Sontaya Khunpluem claimed that he was not idling away his time but acting in the best interests of tourism operators in Pattaya devastated by the almost complete absence of tourism caused by the latest restrictions after the Covid-19 second wave. 
 
Manager reported that eight tourism associations had earlier made 6 proposals to help businesses and the people.
 
The message had been clear - this mess was not Pattaya's fault so why should we suffer. 
 
They put the blame squarely in the government's court with illegal gambling being allowed and the connivance of officialdom in the illegal entry of migrants being at the root cause of the second wave. 
 
With tourism at zero they threatened they might be a "stubborn child",  though what this might mean was not adequately explained in the Manager story. 
 
Meanwhile Sontaya said he had made representations to the Chonburi governor, interior ministry and social security departments.
 
He was expecting a visit of a social security representative to explain what could be done. 
 
Central to the matter is the need for a closure order of Chonburi hotels to be made by the governor so that social security payments to employees can be facilitated.

Exactly, he can't conjure up tourists out of nowhere, not even domestic tourists. Even they are staying put, the possibility of being locked down out of their home province gives pause.
