Im not sure why some expats behave like this.

Many are spoiling for a fight......running out of money, future prospects looking grim, gf trouble........best never to bite, be polite and walk away......if you get the chance.

 

Sat on soi 11 the other day.........Brit', big guy, well dressed.......sat by himself at the bar.......suddenly starting screaming in the face of this tiny black guy about an avocado tattoo he'd seen on someone's arm..........the black sat still, kept quiet and eventually the mama san managed to usher the weirdo out.

Is Soi 11 recovering much lately.  We popped down there a few times 2020/21 to SOHO Pizza & Cantina.  Last time there, they advised will be closed for dine in, just outdoor counter service or delivery.   Guess not enough customers to justify turning on the AC.  It was a dead zone.

Quite lively.....all three/four street bars had customers......but soi 7 is/was still closed so that might have boosted their numbers.

See, now originally, I was going to add, 'that's why the 2nd Amend. is needed in USA', but thought way off topic, and would (will) get deleted.

Staying On Topic ... that's why I'm so happy to be here, as nobody carries guns, and bringing my blade to a gunfight, just makes sense.

Ever hear of Oliver Twist?  Well, that is what your friend encountered.

 

The children begging are not in the care of their parents or relatives.  They are bought or rented by brokers from their families and passed on to Oliver Twist type mangers.  Many are illegally trafficked from Cambodia, Lao, or Burma.  Their sole job is to get money for their managers by begging, and being annoying is one way of increasing their income.  I wouldn't be surprised if the annoying foreigner was part of the scheme and his job was to increase the amount of money your friend, or you, gave the child.

 

You should report them to the police but don't do that.   If you do don't be surprised if nothing happens, or you even get into trouble because the police are part of the scam.

 

The best thing to do is just walk away.  If the child becomes a problem walk into a bar or restaurant, and if necessary spend your last 100 Bt there.  The beggar has to meet a quota for the night so they can't afford to spend time waiting for you to come back out.
