???? Were their points deducted also

My guess is that they now have a database on their computers (which are probably still running Windows 95), and are actually now able to keep track of the offenders.

What exactly does probation mean?

according to the linked article.....

.Weerakit added that these offenders along with the non-repeat offenders would have to report themselves to the Probation Department to start doing social service work and going through traffic seminars. Some of them would also have their driving license suspended.

and even more bizarrely...

If the offender was discovered to be highly addicted to alcohol, they would be transferred to medical centers to undergo a 4-month rehabilitation program.

I'm wondering, would it not be the job of the courts to decide what punishment would be handed out or have the police been granted special powers ?

Typical Thai even with their seldom method of enforcement 10,000 so much they can't deal with the number so what they do sweep it under the rug probation.

An endorsement to go do it again and again until they kill others and themselves.

So basically it's OK to drink and drive and break other laws during the holidays.

All these laws have been in force for many years so there should not be any leniency during the most dangerous holidays.

Looks like it - but the police already know none of them will pay the fine/ turn up at the police station/ haven't got a licence/haven't got insurance - or, very simply don't give a fishes <deleted> what the police want them to do - let alone any of them understanding what 'probation' means. They don't care!

Probation in Thailand is used when the jails are full and is used for minor crimes/criminals. Instead of locking people up they are allowed to remain free but have to report regularly to their nearest police station.

And for rich and famous people to escape justice,  I don’t think drink driving is a minor crime , do you drink drive

No.

The points deduction did not start until the following week.

So despite being ''on probation'' (whatever that actually means) - those who actually have licences can get caught a further three times before their licence is suspended for three months.

Those without licences can carry on drinking with impunity because they have nothing to lose . . .

If a foreigner was caught DUI you can bet he wasn't given probation.  He would have been made to go to the nearest ATM under the supervision of the BIB and made to draw out the maximum possible.

Weerakit revealed that the majority of the offenses recorded during the Seven Days of Danger road safety campaign from December 29th, 2022, to January 4th, 2023, were related to drink driving

“Drink driving?” ????

Yeah, that's really going to stop the carnage at holiday times - get drunk as a skunk, and if you get caught/cause an accident - probation!
