According to the Hua Hin (Bluport) branch Immigration it IS a substitute holiday.

April 11, 20232 yr Monday 17th is a government holiday, all offices nationwide closed. Can't comment on Pattaya specifics. Another poster in my thread wrote that banks will be open. (in line with BoT site).
