Car registered in Bangkok, number plates Bangkok. Change ownership in Pattaya?

As the Title says, is it possible to buy a used car in Pattaya which is registered in Bangkok and with Bangkok number plates and have the ownership transferred to the new owner at Chonburi Provincial Transport Office in Pattaya. If so, what do the seller and purchaser need in the way of documentation, costs, etc. TIA, thoengthaied.

you don’t mention if the owner of car and the buyer are Thai or foreigner.

 

but in case of both Thai (don’t know about the documents required if foreigner) 

 

the buyer needs

- copy tabien baan (house book) seller

- copy id card seller

- blue book registration of the car

 

then the buyer can go to the transport office of his/her liking and have the car registered there, they then will get new plates in exchange for the old (other province) ones. 
 

Edit: costs can’t recall but was not that much, maybe 2-3k THB.

Both seller and buyer live in Chonburi province....Huay Yai and Jomtien respectively. It seems reasonable that the buyer would want the car to be registered in Chonburi in order to facilitate future transfers of ownership, road tax, etc. etc.

You can do that at any transportation office, no need to change plates.

Yes but it was registered in your name before you moved.

In my wife’s name yes, but that should the buyer of course do, change ownership of the car in the blue book and that also can be done at any transportation office with the documents @DrJoy mentioned

Thank you Dr Jay. To be pedantic, you state "Passport copy of the seller

                                                                             copy of visa."...............Is that visa of the seller or buyer?

A car ownership can only be transferred in the province where the car is registered. Tax payment can be done anywhere.

To the OP, you have 2 options:

1. Have the current owner register the car in chunburi (and get new plates), after that's done can transfer the ownership to you.

2. You go with the seller to Bangkok and do the transfer there. You can then travel and live anywhere you want and keep the Bangkok plates.

Whenever you want to sell the car in the future you'll have the same 2 options. 

De-register in BKK.

Re-register in Chonburi.

 

Not a hard process but takes some leg work.

I purchased a car in Bangkok and it had Bangkok plates.  I kept the plates and later sold the car.  The person wanted to have the plates here in Pattaya.  

There is a car registration shop close to where I live that renews registrations and does inspections.  They completed the paperwork, got the new plates from the transport office.  When they arrived, the new buyer had to appear and the inspection office took the old plates to mail and surrender back to Bangkok and put the new plates on. 

 

Quite a lot of the above answers are wrong.

 

You do not have to go to the area where the car is registered to change ownership/plates. That can be done at the buyer's local Land Transport Office.  I did exactly that last year.

 

Secondly, a couple of years ago I was told that if a car is registered in Bangkok, it does not have to have new plates, the number can stay but the owners address will change to their current address. I was told that this only applies to cars with a Bangkok registration - all others must be given a new number.

what the point !!!!!!  can tax it anywhere .so why change plates ?????
