Suthin Wants To Exchange Chinese Sub For Either Surface Ships Or Fertiliser

Look at the exit clause of this avalanche of this - most likely masterpiece of Thai-Chinese bureaucratic contract work.

Why should you buy substandard fertilizer or surface ships if you have so many other pending issues in your country. You are heading straight into a recession anyhow as tourism is not picking up at the speed the weed-smokers at the Tourism Authority of Thailand would wish to see.

Use this HUGE amount of money for putting basic utility structures into Northeastern and Northern provinces (that would secure a LOT of votes next time round) or education (that would secure your pension payments, if in place by then, as the tax payers with a better education get better jobs which means better tax income on the entire tax front).

Sorry, that's far too advanced on the thinking scale ????

This budget would have been better utilized where it is most needed.

For example, improving the condition of public hospitals or assisting the elderly.

Retrospectively, one can wonder what the return on investment of the Chakri Naruebet aircraft carrier has been

Return on investment, what return ????????

NEW DEFENCE Minister Suthin Khlangsaeng said today (Sep. 9) he is considering holding talks with China to allow the exchange of a submarine for which the sought-after German engine is unavailable while the Thai navy is reluctant to accept a Chinese engine for either surface ships or fertiliser, TV Channel 7 said Sep. 9.

Suthin was questioned about the perplexing submarine deal at a discussion with Rangsit University’s doctorate programme students under the topic “Thailand’s security in the new world order and geographical challenge.”

Germany has so far refused to sell its MTU396 engine for the Yuan-class S26T submarine being built by China Shipbuilding & Offshore International Co. However it was earlier reported that Prime Minister Srettha Thavisin and Deputy Prime Minister-cum-Foreign Minister Panpree Pahitthanukorn would again ask their counterparts to do so during the United Nations General Assembly session in New York later this month.

The Chinese shipbuilding firm earlier insisted that a brand-new, Chinese-made CHD620 engine be installed aboard the S26T sub, a derivative of Russia’s Kilo-class sub, in lieu of the unavailable German engine.

You couldn't make it up.

You go put and buy an expensive sub ( which is of no use to you whatsoever) and then ..... you go looking for an engine!!

Hilarious, except the poor Thais have to pay for this monumental cluster f##k to satisfy some stupid old guys egos .....and of course pockets.

I have seen buildings on university campuses built similarly. Up goes all exteriors and interiors and then you wait a few years for the elevators. Meantime, enjoy the stair climbing.

Why did they think Germany would sell them their latest engine? If anyone here has had dealings with the Defence industry they know no country will sell its latest technology or even a lot of its old technology to other countries.

The assumptions show a lack of understanding as to how things work.

What a load of cobblers.

YOU may have fled your country to seek refuge in a foreign land.

I personally don't know anybody like that.

Perhaps you should think about changing the group of people you seem to hang around with.

Even changing chat forums could be a good move.

So how does the Thai government know that the Chinese built engine is no good/ faulty ?? I’m missing something. Maybe it’s not a good idea to flood the fertilizer market with Chinese poison and kill us all , as if the thai fertilizer wasn’t bad enough ? Crazy. Many food products from China are now banned in EU because of this fertilizer and food preservatives.

Germany will never sell their technology, knowing very well the Chinese will somehow gain access to it, then reverse engineer it, and then sell it to other nations for cheap. And Chinese state media will tout that as a sign of China's "advancement in home-grown technology"!

Germany is a vassal state of the US just like other Western states. They will do what America says. America has decided Germany's MTU 396 diesel engine is a military/defence item. China will develop its own. Just like they developed 7nm chips using old fabrication technology and they keep on improving and and soon have their own 3nm chips in the next few years.

AFAIR what the Thai government wanted for the submarines was a proven engine used by other navies, so they chose the German model which is the engine that China agreed to supply.

Now whether China knew before they accepted the contract, that Germany would not permit their engine to be used, I have no idea.

What they have offered is a Chinese made engine that they claim is similar. However this engine has not been fully tested and installed in any submarine, including Chinese submarines and undergone any live testing.

And there lies the problem. As I see it there are 3 solutions

1   Use the Chinese engine and pay the full price.

2   Use the Chinese engine and negotiate for a discount.

3   Scrap the deal completely.

Prayuth cleverly slowed the deal down until the election results came in, and then kicked the deal down the road and has left it to the new government to sort out.

Surely they could get the sub delivered without the engine.

Then make it into a long tail sub.

IIRC the hull of the submarine cannot be sealed until the engine has been installed.

However ex navy types may have a better idea than me.

To be fair, he is between a rock and a hard place. He is absolutely not responsible for the fiasco of ordering submarines without engines. If he cancels them he knows full well that the Chinese will not refund any money. The Admirals are holding out for the German engines ( imagine how much the Chinese will pay for access and performance data!) The Germans will not supply their state of the art technology to a Chinese shipyard - even with a deal whereby they supervised the installation and work up trials, they know full well that the boat will be back in the shipyard within 6 months for " minor fault rectifications ( which will probably entail removing the engine and replacing it with a Chinese copy)!

If he manages to get a few thousand tons of fertilizer at least Thailand will end up with something useful!

The Chinese don't need the German engines, they have nuclear powered submarines, however they won't sell them.

Vassal but not for long. The far right AFD party is now number 2 in the polls, and gaining voters every month.

In France if the elections were held today, the far right Leg Pen would easily defeat Macron.

Troubling times for Europe ahead.

They probably would very much like to get hold of the German technology, which allows non nuclear submarines to operate very silently in restricted waters.

By comparison, their own nuclear powered boats are not particularly quiet. I have heard them described as being as stealthy as a milk float on a cobbled street!

For now on...but their latest models in construction would be more advanced.

On top of that there were articles that the Chinese developed a method to track even the most advanced and quietest western submarines, if true it would make the engine noise far less relevant as a factor.
