How do you 'bump' a car when riding a bike? The word doesn't make sense.

 

You mean a side scrape or clip the mirror or something?

It's very easy to bump a vehicle whilst on a motorbike. 

 

You hit it generally with your knees.  If you were to do it with handlebars, you are more likely to crash.

Possibly they feel that since his insurance paid your costs, the matter is resolved.

Or possibly they aren't acting because you have nto paid them to/he paid them not to (or both)

Have you inquired at police station?

It's more likely he paid the prosecutor.

The police went to a lot of trouble to track him down and collect evidence.

 

If he's important enough to pay off the court, he's probably important enough to pay someone to finish the job.

Not my place to rock the boat any more than it is already.
