The very fact to respond "FYI they are not",  is an implicit yes they are to the comment above on thinking one is superior.

The OP was very clear about two points:

 

1 - It is *illegal* businesses that they are targeting. (so to answer your first question, yes that would be fine so long as you are very clear on the 'blabla')

 

2 - That it is *all* foreigners that are being targeted, no mention was made specifically about the people in question being farang, and no reference was made to hygiene habits. (So to answer your second question, farang are allowed to make money, even if they don't wash)

Yeah, only certain foreigners are greeted regularly at the airport with flowers and wais.

This is all just bs based on statements made by the pm regarding what he said he wanted to do which he doesn’t even have the power to do.

It's all about the money, and hijacking the big cake. The plan is to establish a monopoly. They're kicking all the (8000?, I guess there are even more of these "medical" pot-holes) small guys out, like in other sectors too.

If Thai, or Foreigner is a secondary issue.

"Foreigners", is just distracting from the true aim, as it works momentary well.

Thai companies are unable to stand any competition. The most, only can achieve prosperity, in monopoly fashioned markets. Otherwise they are overwhelmed, and blatantly failing. No need to name examples. 

Anyways, the "recreational"

Pot-Paradise will disappear. They jusr gonna keep it up for the next high season, as a magnet, to milk tourists (safety first). The choosen date (April 2025) is quite telling.

If 250,000 farangs living in Thailand spent $3,000 per month that would be $9 billion USD per year. Thailand's annual GDP is 500 billion USD per year. All those farang "supporting" the Thai economy makes up 1.8% of it.

 

In 2019, Chinese tourists spent 250 billion USD overseas, beating out American tourists. I'm not surprised Thailand is more focused on getting Chinese tourists and less on keeping farang immigrants.

Agreed. If there had been strict regulations and police checkups etc for opening cannabis shops , and limiting the openings to a reasonable amount, then maybe there’d be no problem. As it is , the sleazy look of most of these “ shops” , and the fact that the owners have no scruples ( selling to youths and kids!!!) merits closing them or bringing in stricter laws..  Cannabis which remains mostly illegal the world over , should have been handled differently.  Instead, it’s turned into a free for all.

Chinese who spend the 250 billion USD overseas do not spend it in Thailand. They go elsewhere and buy luxury goods and stay in 5 star hotels .In Thailand they’re on bus tours and buying latex pillows.

So the Chinese still spent 18 billion USD in Thailand vs 15 billion USD from ALL European tourists in 2019. Thailand does seems to be trying hard to get the rest of the 232 billion from the Chinese though.

If they're legalising casinos, some Chinese might come even twice to Thailand, instead to Sihanoukville, or "overseas".

PTT. Caused Australia's worst ever maritime disaster and took over all the gas field assets in Burma when Western companies exited due to human rights concerns, but they are relatively successful internationally.

 

Red Bull, 50/50 Austrian and Thai though.

 

Carabao, starting to see their energy drinks in UK and other countries.

 

CP Group, one of the World's largest chicken exporters.

I'm comparing the two here because it seems that a lot of AN posters that live in Thailand believe that if they leave, Thailand will be in a lot of trouble economically. They are delusional. They also believe that Thais focus too much on attracting Chinese tourists. I also linked a report on Thailand tourist income by country of origin. I'm just using actual US Dollars to show that Chinese tourists > European tourists > farang immigrants.

 

Oh, if Thailand made casinos legal, Chinese will spend even more money in Thailand.

Again. Monopoly shaped market situations are “preferred”, because it makes the CEOs life much easier. Everywhere.
There is only a difference in “support”, and shortcuts to achieve it.

If the westerners caring too much about their values, and PTT steps in, without giving any care, doesn't say anything about competitiveness.

I doubt that the 50% Thai holding is contributing too much to the international marketing, and success of the brand.

Was already bankrupt, not due to COVID, but due to the incapability of the management. And it's still disastrous, as the ridiculous, but arrogant handling of the recent “5000 Baht hush money/B-Class seat issue” shows.
Not to mention the still open refunds of cancelled tickets during COVID time.

Licensed assembling (“Made in Thailand”), Agricultural exports, mainly to the ASEAN region, and China.
Beside all exports, even those exports are declining.
Technical invention? Zero-Nada. 
Building: Concrete mania, like there is no tomorrow.
Tourism: A self running “golden goose” got, and gets hampered by smart statements, and flip-flop decisions.

The link to your source is quite useless, because, at least, I'm not spending 199.- Euro/Month. To get stuffed with TAT (crystal ball, three-zero digit calculator key) numbers from 2019, which I can get everywhere. 
You're partially right about the relative weight of the spending by residents.
But Thailand is in economical trouble anyway. With, or without, the mentioned “if” numbers (“$9 billion USD per year”). If they're getting desperate for every single tourist, and tax $, these 9 Billion USD should be an amount to consider (“A bird in the hand is worth two in the bush”). 
Instead of questioning the independence of the BOT, with the aim to throw out (printing money) cheaper loans,
and dispatching “digital” 10000 Baht wallets (to fulfill the election “deal”).
Just deepening the depth crisis of the private household sector. Another copy of the false recipes of many western economies.
Btw, with all this (also small scale) building, and cementing of every square meter at every corner,
obviously, there seems not to be too much lack of “cash”.
