She was parked and needs to wait for a save moment to join traffic, signaling that you want to get out of your parking spot doesn't give you any rights. The bike didn't cut her off as she wasn't on the road yet, he just parked in front of her. 

She didn't see him while getting out of her parking spot and hit him while he was parked.

Very clear that she is the only one at fault.
