prison would be one option,  as indeed would a fine, or they could revoke his licence,    there aren't any other options really  

Regardless if the family refused to file charges, the cops should arrest him for manslaughter.

 

I am thinking voluntary or involuntary manslaughter depending on the prosecutor in the USA. I add the note of observation, again in western countries. The crime is prosecuted as a crime against “the people” (the citizens of the country). Civil case … those offended file charges, criminal code offenses are against the society writ large.

I would recommend mandatory drivers license retesting and training.

 

Or scared straight with mandatory visit to mortuary and education by doctor on how important it is to get medical treatment as soon as possible for certain conditions.

Yes, perhaps they knew that the driver's action made no contribution to the death of that patient.

In a civilised country they may also have deployed a paramedic on a high powered motorbike to attend the scene and provide initial care.  Unfortunately this is Thailand where even the emergency lane on the highway is considered an overtaking lane and it's use is actively encouraged by the boys in brown waving their batons when traffic is heavy.  Numerous times I've witnessed ambulances being blocked in this way on the freeways around Bangkok and Samut Prakan, yet to see any ambulances drivers complain.

hopefully one day this will happen to one of his dearly beloved family members so he will understand what he did.
