Trump did not fold. The sanctions were never intended to happen. Two things were at stake, first testing blowback from his own people and second tightening up the Canada and Mexico borders. He achieved both goals with a bluff, a good poker player. I don't think he is as stupid as he pretends to be.

Sadly logic doesn't apply to those who are afflicted with the "syndrome that cannot be named". There are some in this world that will argue black is white and white is black and believe they are right.  They'll say this also isn't a win for Trump.
