The Red Cross has many activities, including family reunification and collecting the dead. They empahsize that they are not documenting war crimes, but DNA testing is useful in both family reunification and collecting the dead, since matching may otherwise be impossible.

A process was established where families could pay a guarantee of 10,000 shekels ($4,000) per child before submitting their unregistered children to a DNA test at the border before entering Israel.
Doing testing of otherwise unidentifiable remains would better be done at the border and save further agony.
