In the USA, wearing such a garment would be circumstances that would be considered in evaluating the reasonableness of the use of deadly physical force. In other words, a good chance of getting shot.

The woman was about 50. Only about 5 farangs visit that market.

As with much in life it's a matter of context. Personally no, Thais wear all sort of T shirts with slogans that are variously nonsensical, laughable or possibly offensive. If it was in a white guy in a pub in the UK it would be a different matter, that you could see as someone seeking to cause offence and confrontation.

A villager pinned a swastika flag on the front of his house sometime back. It didn't bother me as others have said, he wouldn't be aware of its significance. In fact an AI overview says:

 

'The swastika originates from ancient India, where the term "swastika" comes from the Sanskrit language and means "well-being" or "good fortune"; it has been used for millennia by Hindus, Buddhists, and Jains as a sacred symbol'.

 

However, we do occasionally get a visitor from Germany who is married into a family here, so I had my wife explain to our Phu Ya Ban (her nephew) that it might be offensive to him. Sure enough it was moved to a less obvious position.

I attended a house blessing ceremony where the daughter of the host was wearing a Sex Pistols 'Never mind the <deleted>.' shirt. The monks nor anyone else seemed to mind or understand it. Much the same as the woman wearing the Nazi shirt.

It wouldn't offend me because what people choose to wear is their business, not mine or anyone else's and is not aimed at me.

Reinforce Thais as lacking in critical thinking, excessively ethno-centric and parochial and incredibly ignorant of world history? Probably

 

Lead me to instantly come up with a few ad-hoc T-shirt ideas that would immediately set off every Thai within 200 metres? Definitely. (Don't worry I won't do it)

If you want, you can still buy a t'shirt with the picture of Mao Zedong on Amazon and other places. That's another mass murderer. Funny that nobody has any problem with that. Or you could get a Pol Pot and Khmer Rouge T'shirt.  You want a t'shirt with hammer and sicle, no problem, even it stands for Soviet massmurder. You want a t'shirt of Stalin, no problem. You geht them everywhere.

 

Nobody would be asking the question "are you offended by..." I do have the impression that mostly leftists and communists are offended. But because all other massmurderer and signs of them are from extreme leftists and communists, they will not be offended by there own.

In just a few months after 9-11, I saw a tractor trailer at a gas station./rest stop on the way from Bangkok to Pattaya which had Osama Bin Laden's profile on the mud flaps.  Not offended (was a little bit, to be honest but, hey, at least Osama was covered in muck). 

 

Check out names in Taiwan.  When I worked in technology, our Taiwan branch had a Hitler Chang working there.   As others have said, Asians don't really know European history (much like most Westerners know nothing of Asian history).

The  hakenkreuz  (hooked cross) of Nazi Germany is never worn or displayed by Thais or other Asian people to represent the swastikas of Asian religions.  The hakenkruez  and images of Hitler on clothing  are due to Nazi chic fashion style rather than agreement with Nazi ideology.  Because the Holocaust is not taught in Thai schools, few Thais, even university students, are aware of it.  Hitler and the heads of WWII Japan aren't regarded as war criminals but are seen as opponents of the British, French, American and Soviet "empires."
