Medicare is for people age 65 and older. That age group  qualifies for  Social Security retirement benefits because they are retired and not working.  Do you now  demand that  able bodied 70 or 80 or 90 year olds work in order to qualify for Medicare?

The able bodied people who are  accessing Medicaid benefits are often working low wage jobs. They qualify because they are below the poverty line. Other people may be able bodied but are unemployable. Would you really want some of these misfits volunteering to work in nursing homes where they could abuse  vulnerable people?  Others are willing to work but cannot find a job in their region, while others are  turned away because they are too problematic, like too stupid to be trusted with even basic tasks. A large  portion of the USA's poor have below average intelligence levels. In plain language, they are so limited intellectually that they cannot  work, even though they are able bodied.
