 I can tell you within a year the streets in Calif. Bay Area was loaded with them, homeless people with severe issues.
They threw them on the street with no plan to deal with them.

both sides have failed on this one. The problem now is that refunding them is not option anymore because may people don't believe they have the right to incarnate people against their will for merely being mentally ill.  If it was 20 years maybe both sides could come together but that's off the table now.
