The Civil Aviation Authority of Thailand (CAAT) has announced plans to raise fees for international flights from 15 baht to 25 baht ($0.50-0.80) and introduce three new types of fees to bolster revenue for security costs. Additionally, Passenger Service Charges (PSC) are poised to rise by up to 100 baht starting in October 2025. This move, according to officials, still keeps Thailand's fees below those of neighboring countries.

 

Manat Chuanaprayoon, CAAT director, revealed that the new fee proposal will be submitted to the Civil Aviation Board in October. This adjustment aims to ensure that the fee revenue aligns with actual costs, thereby enhancing the financial strength necessary to uphold aviation safety standards. Previously, the CAAT was able to levy only one type of fee, set at 15 baht ($0.50) per passenger, which was below the actual cost of 23 baht ($0.75).

 

In response to decreasing revenue despite passenger growth, CAAT plans to increase the international travel fee to 25 baht ($0.80) and levy additional charges for landing and take-off, air cargo, and aviation fuel. Manat noted that CAAT’s annual revenue is approximately 1.2 billion baht ($38 million) but faces a decline as technology and security expenses rise.

 

The proposal also suggests raising international Passenger Service Charges (PSC) from 730 to 830 baht ($23 to $26), and domestic charges from 130 to 230 baht ($4.1 to $7.2). The new fees will be implemented by the Airports of Thailand (AOT) and the Department of Airports starting October 2025.

 

CAAT emphasized that even with the increased tariffs, Thailand's PSC rates will remain lower than those in other countries. For instance, Singapore charges about 1,400 baht ($44.5) per passenger. The revised fees are deemed necessary to accurately reflect actual costs and provide funding to upgrade infrastructure, services, and airport security to comply with international standards.

So they install automatic immigration control e-gates thereby reducing staff costs then say we need more of your money. Go figure!

As far as I am concerned, airport security doesn't exist because of the Catholics so only charge the group responsible.

Once again, they have cherry-picked the example of Changi, which has the highest PSC in the area (and is also a far better airport than any in Thailand). Thailand's charges are already equal to or higher than those in just about all other regional hub airports, which mostly have much better facilities and services than what we find at Thai airports as well.

To be fair, nearly all countries operate in this manner in that the fees, taxes are nearly universally added into the fare programmatically - but disclosed in the fare construct section of the booking.  So, Thailand really isn’t doing anything different than nearly all other countries in terms of how these taxes and fees are collected.

i agree .. while the math is in fact correct - you’re right that by using the top few country, you’re always going to look “cheaper than..” 

To me, what Id think is better is to add language in the applicable law that sets a schedule for any fee hikes - like a bi-annual review or even pegged to the rate of inflation etc.

The issue being that they are currently making a loss per passenger, so the more there are, the worse for them.

Right.They said because its going up but the truth is opposit.All the last numbers they come up with is that the numbers of tourists is going down.Of course not all passengers r tourists.Anyway im sure TAT will soon come with numbers shoving increasing and come up with some new HUBS as usual.

I can absorb the increase from Bt15 to Bt.25 but the PSC increase of bt.100 is a bridge too far.

 

I have cancelled all travel plans.
