A bizarre incident unfolded in Pattaya as police swiftly responded to reports of a foreign man, unclothed and causing chaos at a busy intersection. The individual, believed to be around 40 years old, was seen standing in the nude at the South Pattaya Second Road traffic lights. I see these statements when foreigners act inappropriately. 

 

I reckon it's got nothing to do with substances, it's mental illness.
