The Royal Thai Police (RTP) authorised a representative to file a criminal complaint against former Deputy Commissioner-General, Pol Gen Surachate Hakparn “Big Joke”, on 22 November 2025. The action follows his interview broadcast on 30 October 2024 on television and later shared online, in which he described the police organisation as “the largest crime gang in Thailand.” Authorities cited the remarks as damaging to the reputation of the RTP and undermining officers’ morale.

The complaint was submitted at the Crime Suppression Division headquarters by Pol Lt Gen Trairong Piwpan, Deputy Inspector-General of Police, acting on behalf of the RTP. He lodged the case with investigators from Division 1, Provincial Police Bureau, citing charges of defamation by publication and related offences. The police have compiled supporting evidence, including the video clip and transcript of the remarks.

The RTP emphasised that the statement constitutes serious allegations against the organisation, misleading the public and diminishing trust in law enforcement. Filing the complaint aims to protect the legal rights and reputation of the institution, as well as uphold the dignity of officers nationwide.

Matichon reported that investigators have registered the complaint and will proceed with gathering additional evidence and questioning relevant parties. The case will follow standard legal procedures to determine the veracity and possible legal consequences of the remarks.

Key Takeaways

• The Royal Thai Police filed a complaint against former Deputy Commissioner-General Pol Gen Surachate Hakparn, “Big Joke” for allegedly defaming the organisation.

• The remarks, broadcast in October 2024, described the police as “the largest crime gang in Thailand.”

• Authorities are collecting evidence and will follow standard procedures to determine legal accountability.

Collecting evidence - what evidence, to show upstanding honesty and fair dealings - now that will be interesting.

he was a senior ranking police officer after all, this might be best kept out of the courts otherwise it could open a very nasty can of worms - did RTP just fall into a trap ?

To tell the truth in Thailand is not done... Big Joke is an insider so I suppose who know much more than we.

And be fair, we all have experience with fines without a ticket, and we all see that families have big cars and houses which many could not be afford with a "normal" salary

Let us hope that he does not suffer a fatal accident.

Damaging the reputation of the RTP' is an even bigger joke.

What reputation? What morale? I thought the truth was supposed to set you free. 🤣

The old chestnut "If the shoe fits, wear it" comes to mind.

Especially if it has those "elevator heels".

If it wasn't for the defamation laws he'd be doing okay

Oh here we go again, as I said before when this story was here, even when you report their crimes nothing is done, they still keep their jobs, like KOH CHANG IMMIGRATION, wanting a 100b 'fee' for a 90 day report, and 2,300b for an extension, they all still work there, and continue to rake in thousands of baht a every day.........

The problem starts with new recruits.

They are given a target of how much Tea Money they must pass up the line.

Play the game and get promoted. Try to be a honest copper and you don’t.

This results in the entire hierarchy being corrupt.

Big Joke is not wrong, but he played the game too.

How can you fix this when almost all the hierarchy is corrupt.

Free speech, and  Speaking the Truth comes to mind , But this is Thailand and the Norm doesn't exist.

Free speech is the right to express opinions and ideas without government interference, censorship, or punishment.

Tell the truth and shame the devil.

At what point does "Corruption " morph into "Standard Operating Procedures "?

Possibly in the entire world or universe😁

Who can remember Pol. Captain Chalerm Yubumrung? They used to say he had secret files and videos of senior police officers taking envelopes and such, so he was never taken to court. His son was acquitted of murdering a policeman.

I don't see it as unusual for senior policemen to collect evidence of corruption from their "brothers" and keeping it for the right time. Surachate is not a big joke to have survived this long.

Yeah.... i would like to see what evidence they come up with declaring they are not what he said..

I didn't think the RTP have a good reputation to ruin, sometimes the truth hurts they say.

That’s probably the most honest thing Big joke has ever said corruption top to bottom everybody knows it TIT

He is ot wrong, it has been shown longer ago.

A police officer had to run for his life, otherwise he could end up ... dead, Paween Pongsirin.

He did his job and was punished and criminals (government)  got away.

I seem to recall reading that the UN no less (or one of its agencies) had reportedly labelled the RTP 'the best organized crime-syndicate in the world or something similar. A couple of decades back.

I'm sure they're not all like that but from what I can gather the system is set up to be corrupt, beginning with the entrance exams. Promotions appear to be expensive career choices. Joe Ferrari hot rods, palatial houses and similar are also not uncommon.

And from my own personal experience I once saw them deliberately extort a driver at a highway stop on the road to BKK, with the (masked, sunglassed and helmeted) cop (looking like a Terminator minion) telling his unfortunate victim that 'the farang will make it up to you'. (I did.)

Obviously I don't know if Big Joke is as squeaky clean as he claims or not. But I do hope this all means we'll get public testimony, evidential hearings in some form and a concert of whistleblowers 555. Ready the popcorn.

It's in all govt departments.  ie: Processing takes 5 days or 100B and it will be done now, Don't want to do this or that, 200B

I recall early 2000's several toll collectors and manager were caught stealing tolls.  None of them were fired, all of them were transferred to inactive positions.

I dont see things changing.  Big Joke talked about cracking down but it was just a show as he is just as corrupt.
