What I see is two foreign dickheads, tourists or residents to be confirmed, displaying complete contempt to the country they’re in by assuming that they can go spray paint a wall as if its there right to do so. Some call it art, it’s not. It’s malicious vandalism of somebody else’s property. These particular examples appear to be tags, the type of graffiti for the talentless who post there “work” on social media in there desperate desire for attention and fulfilment in trying to be a somebody and avoid accepting just how pathetic and boring their lives really are from others who are exactly the same. They’ll never be in the same league as Banksy or others who demonstrate an acute skill in being able to put social reality into their images and make you think. 
These two deserve to be found and punished preferably in the way Singapore deals with pricks like these.

Check Glasgow. Blank unattractive gables left over after extensive demolition have been covered with some very artistic graffiti. At first, the city authorities were annoyed until it was pointed out just how much it improved the look of the place.

"graffiti on abandoned properties is common and often deemed acceptable" - Then the consequence - graffiti by anyone - is deemed acceptable. It's not an issue of nationality but of government responsibility.
