Victims File Complaint Over Phuket Pool Villa Project

A group of Thai and foreign buyers has filed a formal complaint with police over a pool villa development in Phuket, alleging fraud after homes worth nearly 10 million baht each were left unfinished and land was resold to third parties. The case involves at least 10 victims and total losses estimated at more than 110 million baht, with alleged links to a prominent local political family.

 

The complaint was lodged at 10.00am on 24 December 2025 at the Central Investigation Bureau on Phahonyothin Road. Mr Chanchai Chaiyabutr, adviser to the Foundation for the Campaign to Reclaim Justice in Society, accompanied the victims to file a petition with investigators from the Consumer Protection Police Division. Police were asked to examine whether the project’s operators, investors and related companies committed public fraud.

 

According to the victims, the project was marketed online, including through Facebook, and promoted as a pool villa development offering completed houses with land. Buyers were shown plots by company representatives and directors before signing contracts and making substantial payments. However, construction repeatedly stalled and legal ownership of the land could not be transferred as promised.

Ms View, a Thai victim, said she agreed to buy a house with land for 9 million baht and paid about 5 million baht upfront. When construction failed to progress, the company proposed switching her contract to a different house normally priced at 18 million baht but offered at the original 9 million baht, which she accepted. That second property was also left unfinished and she later discovered the land had been sold on to another party under a sale-with-redemption arrangement, making transfer impossible.

 

She added that when she requested contract cancellation and a refund, the project delayed and eventually became unreachable. In some cases, landowners erected signs reclaiming plots despite buyers having already paid. Similar problems were reported across the development.

 

Russian buyers Mr Alex and Mr Simon said they purchased a house valued at 10 million baht and paid 7.5 million baht. Only the structural frame and walls were built, leaving them without a home despite the large financial outlay. They described feeling deeply distressed and disappointed by the situation.

 

Mr Chanchai said the project covered 16 rai of land divided into 25 plots, but only one plot had a completed house. He alleged that some foreign buyers were offered 30-year lease agreements, renewable three times for a total of 90 years, even though the developer had secured land leases from the owner for only two years. He also claimed the landowner, identified as an heir of a well-known Phuket politician, sold land to outsiders despite knowing buyers had already paid, prompting calls for a full police investigation.

I've had people tell me that they bought a house with that deal, I hate to disappoint you there is no such thing, Go and speak to a real Lawyer not your builders lawyer
