The article does not mention transit-flights. 

When flying with Emirates from Bangkok to my final destination in Europe, there will be a 2-3-4 hour stop-over in Dubai.  Does anybody know whether the E.U.A. is on the list of safe countries?

And if not, whether just passing there in transit would be an obstacle?

Good question! The EU opened its borders for travellers arriving from Thailand, but does Thailand allow travellers from EU to enter Thailand?  And if so, under which conditions.

What about the risk to not been allowed to make the return, if anything suddenly change ?

Transits ?

Previous travels ? Or based solely on passport ???

What about quarantines ? What if 1 passenger is detected sick after take-off ? All in quarantine ? Nice vacations...

Will never work. Tourism will be on "perfusion" with over-complicated rules changing every month, until a vaccine, if it works, or until they find a rapid accurate test and produce it en masse.

 

And that's the only way IMO, strange not many action in this direction ?

Test on departure, good to go, or no-go, period. Big + : will not be affected by some news-panic. And same rule for everyone, anywhere, anytime.

Sounds fair to me.  An American who has lived in Thailand for years and has not been back to the US since the pandemic will be barred.  Got it.  

 

But the only real way to deal with imported cases is:  1) COVID 19 test on arrival 2) Quarantine even if the test is negative. 3) Test again at the 8 to 10 day mark.  4) If negative then safe to enter.  

 

The Australian Defense Forces used this method when 200 US Marines came from Okinawa for Military Exercises.

That sounds as if they knew on Friday that Thailand will also - reciprocal - open for Europeans.

It doesnt read that way , it says Countries on the list would have to agree to reciprocal measures and Thailand has yet to agree to that

It states reciprocal opening , not measures . Meaning , the country cannot be denied 1 way . Thailand is opening for foreigners , but measures are in place . Before ( still is ) it was closed 100% .

No, Thailand has yet to agree to the offer , they might point blankly refuse the offer

But one thing is clear. If Thailand wants to remain on the list, they must accept reciprocity and drop the quarantine requirement.

The Council’s of Europe decisions has never been legally binding. But anyway it’s being used as guideline.

If you follow EU’s legislation, you know they never accepted one-sided free movement and many EU members pointed out that reciprocity should be mandatory to remain on the list.

But in the end it’s a weighing up of interests and the biggest lobbyist takes it all.

Reciprocity means exactly same rules, not only to be allowed in.
