Anyone flouting immigration controls in this current situation where quarantines are mandatory deserves to do some time inside. 

That will probably depend on connections, influence and whether/who they were working for...

 

There are some very well connected influential " businessmen" in this neck of the woods, whose investments run deep.

 Oh really!! Knowing the area as a former Tourist Police Volunteer based at Chiang Rai, I "bet" they were leaving the vast Kings Roman Casino, hotel and entertainment complex in Laos (Golden Triangle Special Economic Zone) possibly to seek illegal employment in the very lucrative illegal on-line gambling in Thailand, despite being many recent well publicized  "busts" by Thai Law Enforcement agencies.

Reminiscent of those Russian assassins caught in Salisbury a few years ago saying they were there to see the cathedral.  Maybe these guys should have said they came to Thailand to see the River Kwai bridge.

 

On the other hand, maybe the lads were looking for a little of the famous Thai wildlife that begins after dark.
