She could travel here with to get a 45 day visa exempt entry or apply for a single entry tourist visa that allows a 60 day entry. Both can be extended for 30 day.

After getting here staying long term could be a problem. She possible study at University or other formal school or perhaps work as volunteer.

If you got married she could get extension based upon being a member or your family since your are on a extension based upon retirement.

Got a mate who got his ph gf a volunteer visa recently. Cost him a few baht though. But she was already here with him from way back. Prior to that, ed visa but schools all closed now.

She wants to take more advanced English courses. All language schools are closed, not offering online?

She can study online from The Philippines.

You could get her in on education visa for a year, for studying Thai. Classes are now online, so she can be located almost anywhere and then make a trip for the renewal.

Would immigration not ask why she could not learn Thai from PH as all classes are on line?

To immigration office that issued the extension of stay (it is not a visa) based upon attending school.

That might not be very far away.
