I would hazard a guess as to a wealthy Chinese family being in favor of this. Say no more 

A casino (or several) in each province should be mandatory. It is a proven cash generator and could be used to fund many needed projects. A viable healthcare plan, such as the Philippines has. is probably impossible, but it should be tried.

No comment means we are looking at how many £££s we can extract if we give the go ahead.

You don't really believe that this type of project would be enacted upon to promote any such benefit for the commons, do ya?

....and somewhat crippled as well - if one has been paying attention to recent news streams. 

There are casinos everywhere in Thailand. I don't see the issue.
