Off topic post about police in USA that tried to hijack the topic has been removed, also multiple replies

He's in charge, but maybe he didn't know about it till too late. Won't be the first Boss not told by his subordinance. But whatever the case he will now carry the stain for life both in mind and on record. Give it a few months and he will request a transfer.

You appear to believe that we are talking about an efficient , non corrupt police force, headed by ethical , non corrupt officers.

I think you are confusing him with someone who has a conscience.  All Thai police have this removed on entry to the force.
