It does mention a dust allergy. I'm not sure how he manages to avoid dust that isn't in the carpets.

Good. Get rid of the carpets. No one can dispute this. Why they were there in the 1st place is another question. Family contact of someone in the junta made a fortune I'm sure. Removing the carpets will also make for a more stable base for his particular trough.

Plus if he performs  his duties  poorly ( quite likely ) he can't  be carpeted.

Good for him white/beige carpet takes a lot of keeping clean and stains easily. Laminate flooring is easy to maintain and clean. Obviously the previous incumbent was more concerned about showing how much status he held by installing a high maintenance flooring (along with other things) to impress visitors
