Not condoning the yanks actions in any way , but have you seen the footpaths on Koh Chang most walk in the road because of the very high curbs, no sloping access,  I'd like to hear just where this happened on Koh Chang, hitting someone on a footpath is nearly impossible, because of the extremely high curbs. Just to add not one pedestrian crossing has a road sign, not one.
