Just done it. 60 days on arrival to Non O, was first extended to 3 months. Then had to apply and pay again for the 1 year extension. Four visits later, 12 months Non O retirement visa now obtained. According to the IO we are not supposed to do this, she said it should be obtained before leaving your own country.
I did suggest that all this could have been done in one visit but this fell on deaf ears.
Note:- There are advertisements at CW advising you to do the TM30 online. However, when you get there they also require it on paper.
Biggest waste of time and paper ever.

Anecdotal.
That doesn't mean that a year or two from now that that office won't start auditing people and encouraging people that DO have accessable income to file.
Consider that she might not even know yet that not all foreign retirement income types are excluded.
Consider the extra work dealing with complicated foreign stuff for nationals of countless nations when it is probably true that a strong majority will end up owing no tax (but some would).
Human nature to shoo you away.
But nobody can predict whether and when their attitude might change.
I'm not sure about that particular YMCA. I just went to run, work out, and leave. I had a locker there, so I just left my gym clothes there. They'd wash them for you and put them back in your locker. For sure, though, it's possible to stay at some of the YMCAs in NYC. Like a hotel, but priced reasonably. I guess they also had food. Not sure, though. It's not like you'd starve in the middle of Manhattan if they didn't have a restaurant.
