Nope.  Perhaps 'soliciting' but that would have to be proved in court and only carries a token fine.  Getting them for working illegally means they can be deported and banned.

Remarkable that it took a Police Major General no less to plan and run an operation in Nana Plaza which managed to find 13 tarts!
