I think it was a lot more about sites collecting payment than collecting personal information.

Yes. The one referenced in immigration video posted online was a $10 fee.  But there is another one that I've seen that had an $80 fee for "24 hour express processing."

If you fill in the TDAC yourself and submit it the processing time is about 24 seconds and costs nothing, 

You are 100% correct, there's a sucker born every minute.
