The sanctions don't mean anything to Russia, as plenty of nations are willing to buy their dirty, discounted oil. If you don't want your phone to connect to the Internet why don't you just turn mobile data off? Maybe it is different on an IPhone, but on Android I can turn mobile data on when I need the Internet but don't have a WiFi connection and turn it off if I don't want to use any mobile data. -
