i witnessed a brutal accident there a few months ago, falang on scooter hit a falang on bicycle trying to cross, both going full speed to beat the other, the noise was brutal with bodies flying in the air

The Thai word for "foreigner" is not "farang", which is colloquial  slang.

There are magnitudes more Thais driving motorcycles who run down pedestrians.  This case which seems to have you riled at "farangs on motorcycles" but the fact is that this was a one-off case.

Are you sure that is not just part of the court order that allows you to go out? So that people know that it's you and can decide whether to give you a wide berth or not?
