Covid-19 curfew, if imposed, should be 24-hour lockdown , says Wissanu

Deputy Prime Minister Wissanu Krea-ngam

If the government imposed a curfew, it should be round-the-clock , said Deputy Prime Minister Wissanu Krea-ngam March 25.

Curfews enforced in the past were for reasons of national security with duration of curfew hours. But to deal with a virus, which can infect people at all time, it should be 24 hours, he said.

However, even if occurs , there will be timeframe/s where people are allowed to leave their homes to buy foods and for logistics firms to deliver consumer goods, he added.

He said currently Thailand is not under a lockdown as people can still return to the country.

The government has also allowed many venues to continue operations , including factories, banks, pharmacies, financial institutions, eateries, and shops that sell necessary consumer items , he added.

He said the government did not announce a curfew today, adding that the declaration of a curfew and a state of emergency is not the same .

The Cabinet on Tuesday approved the government's proposal to invoke the emergency decree which will be enforced from March 26 (tomorrow) until April 30.

Following the state of emergency declaration, Thailand will close all ports of entry for travellers with the exception of those granted entry permits  by the prime minister, shippers, non-Thais with work permits, embassy staff and representatives of international bodies and foreign governments.

He added that the state of emergency decree mainly deal with banning, permitting, and disallowing activities in society.

It prohibits entry into high-risk venues ordered closed temporarily by provincial governors. The governors of other provinces, where the closure order is not in force, should consider following suit to create a concerted front in the fight against Covid-19.

In term of what people should do, he said they should stay at home except for essential travels such as going to see a doctor.

He advised the three high-risk groups - people aged over 70, those with existing illness such as diabetes, respiratory problems, and children under 5 years of age - to stay home at all time.

He added that the government did not ban people from travelling to other provinces but measures will be implemented to make such outings less convenient. Checkpoints will be set up on the ways to see if travellers are wearing masks and temperature- scanning will also be conducted selectively. They will also be required to download an application to track their locations.

Thailand's total number of Covid-19 cases rose to 934, after 107 new infections were confirmed over a 24-hour period, Dr Taweesin Visanuyothin, spokesman for the Ministry of Public Health, said on Wednesday (March 25).

No curfew yet, but partial lockdown is here — Wissanu

Wissanu-K3.jpg

The government has no plans for the time being to impose a curfew to stem the spread of the coronavirus but will stringently enforce restrictions on travel and gatherings as the state of emergency starts taking effect after midnight of Wednesday, Deputy Prime Minister Wissanu Krea-ngarm said.

But he did not rule out the possibility of a curfew being declared if the ongoing efforts to fight the deadly virus failed.

Wissanu said initial restrictions issued under the state of emergency decree imposed by Prime Minister Prayut Chan-o-cha include a ban on non-Thais travelling into the country.

There are few exceptions for Bangkok-based diplomats who need to return to Thailand from overseas trips and pilots and flight attendants of airlines that still operate. But they all need to have fit-to-fly certificates. The same requirement also applies to Thai citizens wanting to return to Thailand.

“This is not a lockdown of the country as the airports are still open,” he said.

Like it or not they will have to implement this when they realize that they lost control. Some countries tried a soft lockdown and they don't work.

It worked in China. Only 1 person per household authorized to go get food every other day. Not sure if they can implement this in thailand.

As we have seen with the exodus out of Bangkok to the provinces ..

so a lockdown is a bit after the fact now ..

The Proviso is, that if there's a 24 hour lockdown, 'our' friendly army will patrol the streets.

This is how they make all their rules, as we've seen with immigration issues over the last few years.

It's the first time I've heard of this approach discussed by someone in government though.

If this is Prayuth's mission as he has stated and if the Thai people are to trust him as he has requested they do, then he needs to silence all other blathering political numpties immediately.

Strangely, the link to The Nation is not working for me, the server doesn't exist according to the DNS, also the same if try to go directly to the site in a new tab on the browser?

That would require setting up a new department.

On another thread he recently proclaimed that he wouldn't be abiding by what was (then) the various advice to protect against the virus because he would " think for himself".

There are two resulting images, the proud, independant free thinker, ignoring advice and perhaps now instructions, probably fairly safe as the inchoate enforcement process will not catch or sanction him. Probably how he sees himself.

Second is the arrogant foreigner, refusing to follow the rules which have been laid down, whether they will be effective or not, and which the Thai people are required to follow. Probably how the Thais (and many of us) will see him.

They will see that, and inevitably, many will see all foreigners as tarred with the same brush. That may have serious effects upon the futures of those of us with impelling (family) reasons for continuing to live here. For example;  I have a teenage daughter who is recovering from a severe psychiatric condition. If I am forced to leave that will remove the care and support central to her continuing recovery. But hey - you think for yourself.

By all means be sceptical, many of us are to varying degrees, but why not put up with it, fall in line, if only to respect those you live amongst and help keep or build the goodwill of those people?

I agree with u JAG. Why do people come on here only to provide evidence of their arrogance and stupidity time after time.

Lolz in Makro yesterday it was at least 5 family members to every trolley - half of them just standing around coughing whilst waiting for the others to do the shopping.

Tesco was quiet though, and nobody bothering to check temperatures on the way in - but it was easy to avoid coming close to people in there.

If they do a lockdown, they should stop traffic from Bangkok to the provinces, and cut out more travel with roadblocks just allowing stuff like food deliveries to get through - and let people continue selling vegetables in the local soi...

But this is Thailand, they'll do it politely with a time limited curfew to let everyone run around like rats during the daytime as usual.
