Could it be because the Thais think back packers are filthy and diseased?

A state in the state with it's own rules ?

It also kills any hostel or guesthouse on the street. Who wants to pay 100thb everytime you go out and back to your room?

I've not seen any with a QR code here. Mine doesn't have it. May be a difference in countries.
