Russia Saturday blasted Warsaw’s refusal to allow Foreign Minister Sergei Lavrov to attend a meeting next month of the Organization for Security and Co-operation in Europe as “unprecedented and provocative.”

Obviously they still don’t understand what a pariah they have become by starting a war against Ukraine. The one that Putin claims he was forced to start.

European leaders should have listen to the many warnings about Russia for their nearby neighbors, Latvia, Lithuania, Estonia and Poland, the warnings have been there but everybody was so worry about making money they forgot the basic threats, already back in 1920

Actually, I could not care less about any answer whatever it says, I was referring to OSCE Special Monitoring Mission reports that show substantially increased shelling the days prior to Russian action.

prior to Russian action.

You mean prior to the Russian invasion in Ukraine, with a view to ‘denazify’ the country and kill as many Ukrainians as possible, since they had no right to have their own country anyway? You mean prior to the Russian invasion in Ukraine, which was the start of the war and also the start of an endless and ongoing string of war crimes committed by the Russians? Was that what you meant?

Really? And this is why they were so well treated by the Russians? Here's what the OSCE says

Ongoing Violations of International Law and Defiance of OSCE Principles and Commitments by the Russian Federation in Ukraine

Russian-led separatists’ unacceptable campaign of harassment and intimidation of OSCE monitors continues to escalate. On June 20, the Special Monitoring Mission to Ukraine (SMM) reported an egregious security incident in which so-called “DPR” militants fired small arms in the air near an SMM patrol that had exited their vehicles. The militants then engaged the monitors in hostile, aggressive conversation, pointed their weapons at the patrol, attempted to smash the windows of the vehicle, and ultimately fired at least three shots at the patrol.

Ongoing Violations of International Law and Defiance of OSCE Principles and Commitments by the Russian Federation in Ukraine

Both Russia-led aggressors and Ukrainian defenders have an obligation to protect the Station and its employees from further harm. A return to the Joint Center for Coordination and Control (JCCC) by Russian forces would help reduce this risk. As the instigator of this conflict, the Russian Federation retains command and control over the forces that it arms, leads, trains and fights alongside, and has the power to prevent another strike on the Filtration Station and those who work there.

Here's some more from the OSCE:

Ongoing Violations of International Law and Defiance of OSCE Principles and Commitments by the Russian Federation in Ukraine

For the past four years, this Council has borne witness to Russia’s aggression against Ukraine. Four years into the fighting, Russia has failed to keep even the most basic of the agreements reached in Minsk. Russia has failed to respect the line of contact, leading incursions since 2014 that have claimed hundreds of square kilometers for its proxies in eastern Ukraine

On Russia’s Ongoing Violations in Ukraine: Statement to the PC

As the Secretary General warned last week, the Special Monitoring Mission to Ukraine is being subjected to a “deliberate effort to blind it.”  Within a single week, combined Russian-separatist forces shot down the SMM’s two long-range UAVs near Horlivka, and threatened to shoot down a mini-UAV sent by the SMM to search for wreckage of the downed UAVs.  Combined Russian-separatist forces also sabotaged OSCE cameras outside of Donetsk, which are critical to monitoring volatile hot spots like the area between Avdiivka and Yasnyuvata, and they have refused to allow the SMM access to fix them.

From what I understand from the OSCE report, there have been violations on both sides.

please describe how these reports were unfavourable to Ukraine.

Ruzzia has been waging this war since 2014:

https://www.osce.org/ukraine-smm/117777

This update is provided for the media and the public Throughout the day of 14 April 2014, the western and central parts of Ukraine remained calm, with routine police presence, whereas the situation in the south-eastern and eastern regions of the country remained tense. The situation in Donetsk and Luhansk districts continued to cause concerns owing to the observed presence of masked individuals in several towns of the region, occupying several administrative buildings and erecting barricades and roadblocks.

https://www.osce.org/ukraine-smm/117787

The situation in Western and Central Ukraine (Kyiv, Lviv, Ivano-Frankivsk, Chernivtsi) remained calm and stable with a routine police presence. Teams judged the situation in Kharkiv, Odessa and Kherson to be calmer, but the situation remained tense in the Dnepropetrovsk region, where roadblocks were being built to protect the region from groups opposed to the Kyiv government. In Luhansk and Donetsk the situation was cause for serious concern due to the ongoing occupation of some administrative buildings and capture of other strategic locations by armed individuals.

etc. etc. etc.

Ruzzia was lying on the diplomatic front by agreeing to ceasefires and whatever while still pushing its troops forward.

It has broken its promises from 1991, from the Budapest memorandum in 1994 and the Minsk agreements.

Ruzzia has been sending soldiers to Eastern Ukraine and waging war since 2014, and you say "oh look, the OSCE mission confirmed the Ukrainians have shot back at the Ruzzians while defending their country".

The reports aren't unfavourable to Ukraine. One the contrary, they prove that at no point since 2014 the Ukrainians were ready to give in to Ruzzian aggression.

OSCE was monitoring the situation following the Minsk 2 agreements, if Russia had actually stuck to the agreement there would have been no conflict then and no war now.

A major blockage has been Russia’s insistence that it is not a party to the conflict and therefore is not bound by its terms.

Hopefully we can now get back to the actual topic rather than discuss this again as has been done numerous times in this OP previously after you brought up the same thing again and again

The result of Russia's campaign to destroy civilian infrastructure, power and water in Ukraine's winter months. More than a resemblance to Stalin's Holodomor

Millions of lives under threat in Ukraine this winter - WHO

The lives of millions will be under threat in Ukraine this winter, the World Health Organization has said.

Half of Ukraine's energy infrastructure is either damaged or destroyed, and 10 million are currently without power, said Dr Hans Henri P Kluge, WHO regional director for Europe.

Temperatures are predicted to plummet as low as -20C (-4F) in some areas.

New wave of deadly Russian air strikes leave entire Kyiv region without power

Fatal air strikes in Kyiv have left the entire region without power and cut the capital's water supply, city officials said.

Vitali Klitschko, Kyiv's mayor, urged people to take shelter as critical infrastructure was hit and blasts were reported elsewhere in the city, killing at least three people and injuring six others.

Power outages have been reported across Ukraine and neighbouring Moldova amid reports of explosions in a number of locations.

One would hope that some day soon Russia will themselves get the same treatment like they are inflicting upon Ukraine now. Let’s see how the average Russian likes to spend a winter without heat, water or other amenities, and if they still support Putin and his evil regime.

It is utterly cowardly what Russia is doing now, evil and barbarian, and beyond contempt. May all those responsible for these atrocities die a quick and horrible death and then spend eternity being spit roasted over a nice hot fire in hell.

The terrorists now being called out by the Pope who's had a change in rhetoric.

Pope links plight of Ukrainians today to Stalin’s ‘genocide’

VATICAN CITY (AP) — Pope Francis on Wednesday linked the suffering of Ukrainians now to the 1930s “genocide artificially caused by Stalin,” when the Soviet leader was blamed for creating a man-made famine in Ukraine believed to have killed more than 3 million people.

Francis’ linking of the plight of Ukrainian civilians today to those killed by starvation 90 years ago, and his willingness to call it a “genocide” caused by Josef Stalin, marked a sharp escalation in papal rhetoric against Russia.
